That should be Keppel Club at Keppel Harbour. I reached there by walking from Labrador MRT station along side Berlayer Creek Boardwalk, and then Bukit Chermin Boardwalk.
The buildings are more majestic than I've drawn them here.
I drew this really quick because the sun was scorching and places with shade were also warm. I'll probably revisit this place in the evening in the future.
Yes, you will see Keppel Club, the Admiral's House, Keppel Marina, Keppel Island and also Reflections as you have nicely illustrated.
